I. Course Description
A course on contemporary arrest, physical control, management of
assaultive behavior (MAB) searching, handcuffing and restraint
techniques for field and institution personnel.
II. Course Topics Covered
Use of Force case law and liability, the Force Continuum, officer
safety, threat awareness, pre-contact threat assessment, components
of arrest, levels of resistance, control holds, body searches,
search & seizure law, operation of various types of mechanical,
soft restraints and handcuffing. Course includes a special segment
on concealable weapons. Significant hands-on training with skilled
instructors. All techniques taught are simple, effective and address
all body types and strength potentials. All participants will be
tested and evaluated for competency. Proficiency exams are retained for
your training unit to document competency.

IV. Performance Objectives
- Articulate a legal and reasonable use of defensive force within
state and constitutional guidelines. Know where control and
restraint techniques apply in the Force Continuum.
- Demonstrate basic officer safety principals and tactics during
high and lower-risk contacts. Employ tactical negotiation and
alternative safety options prior to using arrest, control, and
restraint tactics.
- Identify common locations for concealment of weapons and
be able to recognize the presence of concealed weapons during
body searches.
- Demonstrate contemporary control and restraint holds and techniques.
Identify suspect counter-tactics and demonstrate how to safely
control a low to moderately resistive subject.
- Appropriately operate and apply contemporary mechanical restraint
equipment to include: Handcuffs, soft restraints, hobbles, and
flex-cuffs. Safely place these restraints upon a subject during
contact.
- Demonstrate proficiency of tactics and techniques as listed
above during realistic, stress-induced scenarios.

*Tuition costs per student significantly lower if agency provides
an Assistant Instructor who has completed the Martinelli Assistant
ACT AI Instructor course.
