TACTICAL ALTERNATIVES TO PEPPER SPRAY

I. Course Description
8-hour course addressing various verbal conflict resolution skills
and officer safety tactics necessary in gaining compliance and
re-gaining control of disruptive and verbally/physically resistant
minors in a juvenile institution environment. The objective of
this course is to teach officers how to manage conflict and verbal
resistance and gain compliance from minors without resorting to a
chemical restraint or excessive force. Course topics include:
Mental and emotional physiology, professional demeanor and composure
under stress, use of force and liability case law, excessive force
and force management, tactical negotiation and conflict resolution,
generating voluntary compliance, tactical alternatives to chemical
and physical force, the dynamics of "officer assisted force" and
critical decision making under stress.
II. Performance Objectives
- Identify how the human body functions or malfunctions under stress
and how to control one's emotions under stress
- Learn how to deal professionally and to maintain composure under
stress, chaos and verbal abuse and to react with a studied,
tactical response, rather than an emotional physical response
- Identify and explain the laws governing use of force, the force
continuum and state and federal civil and criminal standards relating
to the use of force for defense and control. Identify the penalties
for deploying force excessively. Articulate the concepts of civil
litigation and how officers and supervisors can be held accountable
for incidents of excessive force
- Identify skills and steps in tactical negotiation and be able
to apply verbal techniques to gain voluntary compliance from
verbally and physically resistant minors
- Apply various tactical concepts of teamwork and supervision
in reducing resistance and gaining compliance from minors who
are verbally and/or physically out of control
- Articulate the dynamics and steps of "officer assisted force"
and why minors seek to manipulate officers into using physical
and chemical force against them
