I. Course Description
A 40.0 hour instructor course on Arrest, Control Tactics (ACT).
Officers successfully completing this course can be assigned as
Assistant ACT Instructors. Assistant ACT Instructors work under
the supervision and direction of a certified Master ACT Instructor
in training of staff for 4.0 and 8.0 hour training courses. Assistant
ACT Instructors can conduct up to 2-hour remediation training sessions
with staff unsupervised.
II. Course Topics Covered
Use of Force, Force Continuum, Training Liability, evaluation
and remediation; contemporary control holds, control compliance
position, basic body anatomy and kinesiology; body quadrant searches,
concealment of weapons and contraband, arrest positioning; mechanical
restraints, contemporary handcuffing techniques and safe restraint
positioning. Participants who complete this course and who wish
to maintain certification are required to re-take this class on
an annual basis.
III. Performance Objectives
- Articulate, to the instructor's satisfaction, a legal and
reasonable use of defensive force within state and constitutional
guidelines. Understand rulings relating to training liability and
mandates.
- Demonstrate basic concepts in teaching technology. Be able to
properly evaluate and remediate students in basic Arrest, Control
& Restraint Tactics (ACT) methodology, sufficient to have student
demonstrate proficiency in basic ACT techniques.
- Explain and identify basic human anatomy, kinesiology and nerve
points as they relate to various wrist, hand, arm, shoulder control
compliance holds and handcuffing techniques.
- Demonstrate the correct deployment of various Basic ACT techniques
to include: wrist, hand, arm, shoulder physical control-compliance
techniques and take-down. Be able to correctly deploy contemporary
mechanical and soft restraints on passive and resistive subjects.
- Demonstrate Team Teaching in a classroom environment under the
guidance of a Master ACT Use of Force Instructor and address the
specific needs of several diverse students at one time.
