Ed Flosi, MS

Ed is currently a Sergeant with the San Jose (CA) Police Department, and has been in law enforcement for over 27 years. He has been a lead instructor in several areas including; Use of Force (cognitive), Force Options Simulator, Defense and Arrest Tactics, Excited Delirium, and Emergency Vehicle Operations Instructor. He has assisted the California Commission on Peace Officer Standards and Training (POST) in providing expertise on several occasions related to use-of-force training. Ed was a member of the California Commission on POST Law Enforcement Officers Killed and Assaulted (LEOKA) Council from 2003-2010 and in this capacity has reviewed dozens of cases where law enforcement personnel have lost their lives in felonious attacks and in accidents.

Ed has experience in Research and Development (policy and procedures development), Narcotics Investigations, Special Operations - K9, and Field Training Officer (FTO) program. During his assignment in Research and Development, he was the primary author and focus group leader for the San Jose Police Excited Delirium Training Bulletin. This bulletin has received international attention as a "best practice" document.

Ed specializes in reviewing; (1) all types of use of force cases, (2) policy development, and (3) law enforcement practices. He has been involved as an expert witness and "person most knowledgeable" witness in police and agency defense and prosecution cases. He is currently an adjunct instructor and a member of the Advisory Board for the Administration of Justice Dept., West Valley College, Saratoga (CA).

Ed earned his Master of Science (with Honors - Dean's List) degree in Emergency Services Administration, Cal State University - Long Beach (CA) and holds a California Adult Education Teaching Credential for Law Enforcement Occupations. He holds a 2nd Dan Black Belt in Police Taiho Jutsu.
